You cant put a save file on your Wii that you never played yet.
Its like Nintendos way to block homebrew actually. You need to run the game in order to save it onto the Wii.

So at my wii it was so:(i´m from germany)
1.I put all game saves on my SD card
2.Then i put my SD card in my PC
3. Then i saw the private,the wii and the title map.
4. inside title was a map for every game:
rmgp:Super mario Galaxy(EU map for the game)
and many other game maps….

I tried this and it worked, but when I tried to copy or move the data from the SD card to the Wii, it says that I need to play the game at least once.
